"Counter-Insurgency in
Principle and Practice"
Iraq and Afghanistan have become the defining conflicts of this decade and there is no clear vision of how and when these conflicts are likely to end. One person does have a unique understanding of counter-insurgency warfare.

Dr. David Kilcullen, the senior counter-terrorism advisor to the US Secretary of State Condoleezza Rice. A former Australian army Lt. Col. he has written most of the latest military doctrine contributing to recent limited but important successes in Iraq and Afghanistan.
Dr. David Kilcullen is Policy Planning Advisor to the Counsellor, United States Department of State. In 2007 he was the senior counter-insurgency advisor, Multinational Force–Iraq, leading an inter-agency team that designed the counter-insurgency component of the 2007/8 Joint Campaign Plan (the “Surge”), directing counter-insurgency programs and providing hands-on field advice to military, diplomatic and other government agencies. In 2005-6 he was chief counter-terrorism strategist for the U.S. State Department, undertaking fieldwork in the Middle East and South Asia, diplomatic work in Europe, Africa and Southeast Asia, and policy planning in Washington D.C. In this role he led counter-terrorism field teams in Iraq, Afghanistan, Pakistan and the Horn of Africa. Under the leadership of Ambassador Henry Crumpton, Coordinator for Counterterrorism, he designed and implemented the Regional Strategic Initiative, the policy framework that drives all United States counter-terrorism diplomacy worldwide. In 2004-5 he served in the Pentagon as special adviser for counter-terrorism on the 2005 Quadrennial Defense Review, and previously served in a counterterrorism role in the Australian intelligence community. He is a former Australian infantry officer with combat service in Southeast Asia and the Middle East. His doctoral dissertation, on insurgency in traditional societies, drew on fieldwork with guerrillas and terrorists in Indonesia during the 1990s. He is fluent in Indonesian, partially fluent in Arabic and French, is a Fellow of the Royal Geographical Society, and holds several American and Australian military and civilian decorations. He is also in the unusual position of being an advisor to the British and Australian Governments.
Dr. Julian Lewis M.P. is the Shadow Defence Minister dealing with nuclear deterrence, Royal Navy and Strategic issues. He attended the Royal College of Defence Studies in 2006, and has twice been awarded the Trench-Gasgoigne Essay Prize by the Royal United Services Institute for Defence and Security Studies. His 2007 award winning essay is titled ”Double-I, Double-N: AS Framework for Counter-Insurgency”.
Dr. Lewis will be addressing the principles of counter-insurgency and Dr. Kilcullen will be talking about its practice on the ground drawing from his recent experiences in Afghanistan and Iraq .
